The City of Colorado Springs (city) and the Board of Trustees of the Firemen's Pension Fund of the City of Colorado Springs commenced this action against the State of Colorado seeking a declaratory judgment with respect to the obligations of the city and the state to contribute to the funding of the city's firemen's pension fund. The trial court granted summary judgment in favor of the state. We reverse that judgment.
